City of santa ana Water Services Vault and Meter Apparatus Improvements
Located in the heart of Orange County, the City of Santa Ana is advancing its water infrastructure with a large-scale Advanced Metering Infrastructure (AMI) upgrade program. This initiative targets 500 locations citywide, replacing outdated mechanical meters with cutting-edge AMI technology in large service vaults. Meters ranging from 3” to 10” in diameter serve commercial, industrial, and multi-family properties, ensuring precise measurement and real-time data transmission for improved utility operations.
J&L’s construction services deliver full execution, from initial vault assessments and traffic management plans to precise excavation, meter removal, and installation of new AMI endpoints. All work complies with City of Santa Ana Public Works standards, AWWA guidelines, and California water utility regulations. Crews minimize disruptions using night shifts and phased scheduling in high-traffic corridors.
Phase one focuses on priority sites along major transmission lines, with full project completion supporting long-term water conservation goals. This phase is estimated at $7.5 million, positioning Santa Ana as a leader in smart water management.

Lake Elsinore Algae Project
Lake Elsinore is a natural freshwater lake in Riverside County, California located east of the Santa Ana Mountains and fed by the San Jacinto River. Originally named Laguna Grande by Spanish explorers, it was renamed for the town of Elsinore, established on its northeastern shore on April 9, 1888. Recently 41,700 acre⋅ft of its water has been contaminated with high potassium, phosphorus, and algae levels contributing to hazardous swimming and boating conditions. Frequently the lake has to be closed to body contact. As a result, J&L has proposed the immediate need for Project CLEAN! Project scope and overview consists of pumping water 50 vertical feet over 5 miles of the original stretch of the now dry Santa Jacinto River bed. This will oxygenate and naturally filter the water to eliminate hazardous contents. Overall project pricing for phase one is set at 50 Million.

Wild Rivers also has just about every type of experience you can have at a waterpark…open and enclosed body slides (some with translucent and aqua-lucent sections), mat races, bowls, AquaSpheres, Rattlers, Constrictors, Pythons, Boomerangos and a water coaster. For the kids there are kiddie slides, play elements and a 500-gallon tipping bucket on a giant 30-foot play structure. Wild Rivers is also planning for the future and J&L Constructors Inc. after helping with a few of the park features and attractions in 2022 will be on the list of preferred contractors for 2024.
